About E4 Core Solutions
E4 Core Solutions is a consulting and project leadership firm. We migrated three of our own companies onto a single Business Operating System at the same time, and we now help clients achieve the same results — equipped and willing to run any part of their operation they need run, not just the back office, in whatever form fits: staffed internally, built and handed off, run entirely by us, or integrated with their own team.
Three companies. One system.
E4 Core began with three companies at once: Crawford County Oil, an Illinois Basin mineral interest holding company operated by LaCross, Inc. DBA CCO; Cognitive Network Solutions, two data centers converted from cryptocurrency mining to AI compute; and E4 Connect, a rural telecommunications carrier serving three states.
We migrated each onto the same foundation: BOS for leadership and accountability, Six Sigma for process discipline, and industry-standard platforms for accounting and operations. Every process in every company we own was built using Six Sigma. Three industries, three distinct sets of challenges, one system.
Having proven the model across such different businesses, we now offer it to clients in oil and gas, data centers, telecommunications, and any organization ready to implement BOS, as advisors, as project leaders, and as a managed back office.
We run E4 Core Solutions on BOS as well. The system we recommend is the system we use, and we would not ask a client to adopt something we had not lived inside.

Ryan Clark
“Built from operating experience, not theory.”
Ryan sets the strategic direction of E4 Core Solutions, shaping both the operating systems our clients use to run their businesses and the complex projects we help them execute. What distinguishes his perspective is that he actively operates in each of E4 Core's primary industries: he serves as President of LaCross, Inc. DBA CCO, an Illinois Basin oil and gas operator; owns and manages two Cognitive Network Solutions data centers converted from cryptocurrency mining to AI compute; and serves as President of E4 Connect, a regulated telecommunications carrier operating across three states. Over more than 25 years he has owned, operated, and advised businesses across multiple industries, with a consistent focus on building stronger systems, improving execution, and creating accountable organizations — applying Six Sigma principles throughout his career and implementing business operating systems across six organizations. His Six Sigma foundation began at Caterpillar, where he served as a Green Belt and team leader on the Cat Logistics Outstanding Project of the Year before being promoted into a Black Belt role. He holds an MBA with a concentration in Management Information Systems.
Justin Perez
“More than reporting. Financial infrastructure that works.”
Justin leads the finance and back-office practice at E4 Core Solutions, helping clients build the financial systems, controls, reporting, and administrative structure required to run disciplined, scalable organizations. A CPA with more than two decades of financial and corporate leadership experience, he has held hands-on responsibility for accounting, regulatory reporting, governance, and back-office operations across telecommunications, oil and gas, and data center infrastructure — serving as a senior financial officer at the telecommunications carrier that became E4 Connect, where he was responsible for FCC and state regulatory filings, corporate governance, and financial oversight, and as Controller of LaCross, Inc. DBA CCO and Director of Finance for Cognitive Network Solutions. That cross-industry operating experience gives him a practical understanding of how finance, compliance, controls, and reporting must work together to support complex businesses — not just on paper, but in day-to-day operations.
Debbie Dimla

Debbie leads the operations practice at E4 Core Solutions, helping organizations build the structure, cadence, accountability, and execution discipline required to perform at a higher level. A Business Operating System expert, she is particularly skilled at turning strategy into an operating rhythm that people can actually follow — building the scorecards, meeting cadence, processes, ownership, and accountability that keep organizations aligned, with a proven ability to develop teams, elevate performance, and get the best out of the people she leads. Her project and product management experience spans telecommunications and Fortune 500 technology organizations, including Dell: she joined E4 Connect to lead a multi-state fiber deployment, rose to General Manager, and has played a central role in the company's transformation, including a full rebrand, rebuilt culture, modernized systems and operations, strategic planning, regulatory compliance, and broadband expansion across three states. She has also led the implementation and integration of the Business Operating System at LaCross, Inc. DBA CCO, bringing that same structure, discipline, and accountability to E4 Core's clients — whether she's leading a major project, rebuilding an operating model, or developing a leadership team, her focus is the same: create clarity, establish ownership, and build a system that delivers results.
